BACKGROUND 

 

The Government of Mongolia received support from the Green Climate Fund (GCF) through implementation of a project “Building capacity to advance National adaptation process in Mongolia project” (NAP project). The UN Environment is a Delivery Partner of the project with the role of supporting and overseeing the project implementation. The NAP project will be working towards advancing multi-sectoral, medium to long-term adaptation planning and budgeting in Mongolia and promoting the integration of the climate change adaptation aspects into development policies.  

The ultimate objective of the current GCF project is to strengthen the capacity of the key actors and stakeholders of Mongolia to be able to adapt to climate change through the process to formulate and implement National Adaptation Plan.  

The NAP project soon shall commence the national adaptation plan preparation work, which is upon approval shall require setting up of the Monitoring and Review system for NAP process. 

Thus, the NAP project intends to hire a short term consultant that shall prepare Terms of reference for the services under the project activities 4.1.1 and 4.1.2 listed below. 

 

OBJECTIVE  

The main objective of this assignment is to prepare the Terms of Reference for procuring consultants to implement activities 4.1.1 and 4.1.2 of the Funding Proposal of the NAP project.  

4.1.1 Develop a monitoring and review system for the NAP process in Mongolia including: i) milestones; ii) performance indicators at national and local levels; iii) targets on the short-, medium- and long-term; iv) outputs; v) monitoring and reviewing tools and templates; vi) assessment planning; and vii) and follow-up actions. 

4.1.2 Institutionalize the monitoring and reviewing system for the NAP process by building on the current national M&E system of Mongolia. The M&E system will also incorporate gender aspects specific to climate change. 

 

SCOPE OF WORK 

Based on the provided background information from the Project Funding proposal, a Consultant prepares the Terms of reference (ToR) along with qualification’s requirements to perform the assignments under activity 4.1.1 and 4.1.2; 

In preparation of the ToR, a Consultant checks presence of the potential candidates locally, if not then suggests (in written) required qualifications of the international expatriate to co- perform the assignment; 

A Consultant makes use of milestones related to the activities in the Funding proposal;

4.1.1 Develop a monitoring and review system for the NAP process in Mongolia including: i) milestones; ii) performance indicators at national and local levels; iii) targets on the short-, medium- and long-term; iv) outputs; v) monitoring and reviewing tools and templates; vi) assessment planning; and vii) and follow-up actions. (ToR for CCA expert and knowledge management experts) 

•Main inputs/deliverables & milestones: monitoring and evaluation framework for results and process, consultation and validation meetings reports; capacity assessment for staff on how to use M&E, and investigation of the plans for development of a national level Vulnerability index; at least 10 local meetings with minutes of meetings some of the workshops held in the countryside; 

4.1.2 Institutionalize the monitoring and reviewing system for the NAP process by building on the current national M&E system of Mongolia. The M&E system will also incorporate gender aspects specific to climate change. 

•Main inputs/deliverables & milestones: training materials and training reports, consultation and validation workshops with minutes of meetings, 1 sub national workshop, 1 national level workshop. 

 

Deliverables should be presented in two languages (Mongolian and English) 

1. Terms of reference for Consultants to develop monitoring and review system for the NAP process in Mongolia assess. 

2. Terms of reference for Consultants to develop a funding strategy for NAP with detailed cost- benefit analysis of implementation/adaptation intervention. 

 

Qualifications of the successful Consultant 

Education:  

  • Master’s degree or higher in public policy, law or related fields; 

Experience:  

  • Minimum of 5 years of relevant experience monitoring and evaluation; 
  • Experience of developing policy documents, preparing logical framework, monitoring and reviewing experience, experience in the environmental field is an asset; 
  • Experienced in preparing the Terms of reference; 
  • Excellent written and spoken English and Mongolian required;  
  • Demonstrated ability to work with Governments and stakeholders on policy and planning monitoring and reviewing system.  

 

The following documents should be submitted: 

  1. Expression of Interest (Letter of Confirmation of Interest and Availability). 
  1. Personal CV, indicating all past experience of similar projects; the contact details (email and telephone number) of the applicant; and names of at least three (3) referees.  
  1. Evidence of similar assignments undertaken in the recent past e.g., certified copy of official documents/publications depicting the applicant’s experiences in policy development, policy and planning implementation M&R system.  
  1. Financial Proposal that indicates the ‘all-inclusive’ daily fee, and taxes. 

 

All supporting documents mentioned above (1-4) must be part of the detailed CV and uploaded as one document and must have date and signature (on a sealed envelope). 

 

The evaluation process is subject to United Nations Procurement rules.  

Incomplete proposals will not be considered.
