BACKGROUND 

The Government of Mongolia received support from the Green Climate Fund (GCF) through implementation of a project “Building capacity to advance National adaptation process in Mongolia project” (NAP project). The UN Environment is a Delivery Partner of the project with the role of supporting and overseeing the project implementation. The NAP project will be working towards advancing multi-sectoral, medium to long-term adaptation planning and budgeting in Mongolia and promoting the integration of the climate change adaptation aspects into development policies.  

The ultimate objective of the current GCF project is to strengthen the capacity of the key actors and stakeholders of Mongolia to be able to adapt to climate change through the process to formulate and implement National Adaptation Plan.  

The NAP project soon shall commence the national adaptation plan preparation work, that is upon approval shall require its implementing strategy by financial mechanisms developed. 

Thus, the NAP project intends to hire a short term consultant that shall prepare Terms of reference for the services under the project activities 3.1.1 and 3.2.1 listed below. 

 

OBJECTIVE  

The main objective of this assignment is to prepare the Terms of Reference for procuring consultants to implementing activities 3.1.1 and 3.2.1 of the Funding Proposal of the NAP project.  

Activity 3.1.1   in implementing the NAP based on identified adaptation needs as informed by existing studies and consultations undertaken throughout the process. The implementation strategy should identify the costs of implementing adaptation options in the medium and long term as well as identifying potential sources of funding. 

Activity 3.2.1 1 Develop a funding strategy for NAP with detailed cost- benefit analysis of implementation/adaptation intervention, i) to identify and assess financial needs for long term adaptation planning, ii) revise the structure of the existing funding institutions and iii) support effective channeling of funds across sectors per adaption priorities. Continue to convene and facilitate stakeholder dialogues and institutionalize consultation processes and climate finance governance in the country through which national climate change priorities and strategies can be continuously updated and regularly assessed. This exercise should take into consideration the assessment undertaken in 3.1.1 above as well as will take into account outputs of ongoing readiness support. 

 

SCOPE OF WORK 

Based on the provided background information a Consultant prepares the Terms of reference (ToR) along with qualification’s requirements to perform the assignments under activity 3.1.1 and 3.2.1; 

In preparation of the ToR, a Consultant checks presence of the potential candidates locally, if not then suggests in written qualification of the international expatriate to co- perform the assignment; 

A Consultant makes use of milestones related to the activities in the Funding proposal;

Activity 3.1.1 Assess the financial needs of Mongolia in implementing the NAP based on identified adaptation needs as informed by existing studies and consultations undertaken throughout the process. The implementation strategy should identify the costs of implementing adaptation options in the medium and long term as well as identifying potential sources of funding. 

Main inputs/deliverables: cost of adaptation measures for prioritized sectors and vulnerable groups, national level workshops and workshop reports. 2 nation level consultations and validation workshops; Climate finance experts (IC and LC), Milestones to be included 2 national level workshops (inception discussing approach along with first findings; and validation workshop); Minutes of the meetings with supporting photos, List of participants disaggregating its number by male/female; Draft Report and Final Report on the assessment process undertaken 

 Activity 3.2.1 Develop a funding strategy for NAP with detailed cost- benefit analysis of implementation/adaptation intervention, i) to identify and assess financial needs for long term adaptation planning, ii) revise the structure of the existing funding institutions and iii) support effective channeling of funds across sectors per adaption priorities. Continue to convene and facilitate stakeholder dialogues and institutionalize consultation processes and climate finance governance in the country through which national climate change priorities and strategies can be continuously updated and regularly assessed. This exercise should take into consideration the assessment undertaken in 3.1.1 above as well as will take into account outputs of ongoing readiness support. 

Main inputs/deliverables: funding strategy to mobilize funds for adaptation interventions and channeling modalities, workshop and workshops reports; and 6 local level meetings; experts in CCA and climate finance for developing funding strategy for NAP; and 2 national level consultation and validation workshops; minutes of the meetings with supporting photos, list of participants disaggregating its number by male/female; Draft Report and Final Report on the assessment process undertaken. 

 

Deliverables should be presented in two languages (Mongolian and English) 

1. Terms of reference for Consultant(s) to assess the financial needs of Mongolia in NAP identified. 

2. Terms of reference for Consultant(s) to develop a funding strategy for NAP with detailed cost- benefit analysis of implementation/adaptation intervention. 

 

Qualifications of the successful Consultant 

Education:  

  • Master’s degree or higher in Finance or Economics or related fields; 

Experience:  

  • Minimum of 5 years of relevant experience in finance, corporate finance accounting; 
  • Experience of developing policy documents, identify financial mechanism and resources, identify potential investments in the field of the environmental; 
  • Experienced in preparing the Terms of reference; 
  • Excellent written and spoken English and Mongolian required  
  • Demonstrated ability to work with governments and stakeholders on assess the financial needs of Mongolia  

 

The following documents should be submitted: 

  1. Expression of Interest (Letter of Confirmation of Interest and Availability). 
  1. Personal CV, indicating all past experience of similar projects; the contact details (email and telephone number) of the applicant; and names of at least three (3) referees.  
  1. Evidence of similar assignments undertaken in the recent past e.g., certified copy of official documents/publications depicting the applicant’s experiences in Finance or Economics fields.  
  1. Financial Proposal that indicates the ‘all-inclusive’ daily fee, and taxes. 

 

All supporting documents mentioned above (1-4) must be part of the detailed CV and uploaded as one document and must have date and signature (on a sealed envelope). 

 

The evaluation process is subject to United Nations Procurement rules.  

Incomplete proposals will not be considered.
